Staff Announcement

The Arc of Indiana is pleased to announce the addition of two key staff members to The Arc of Indiana team, David Dalton, chief operations officer; and Tom Crishon, chief legal officer.

David previously served as partnership liaison for the Mosaic Center for Work, Life + Learning, a community-based unit within IU Health.

Tom previously served as general counsel and legal director at Indiana Disability Rights (IDR).


David Dalton
Chief Operations Officer

David Dalton brings more than a decade of experience in workforce and economic mobility program development and management to The Arc of Indiana. His professional focus has been on advocating and empowering youth and adults to access education and employment opportunities.

David previously served as partnership liaison for the Mosaic Center for Work, Life + Learning, a community-based unit within IU Health. Here he cultivated and managed collaborative relationships with a range of partners comprising nonprofits, universities, and workforce/economic development organizations.

Previous roles include director of workforce development at the Indiana Department of Transportation, and roles at Noble/The Arc of Greater Indianapolis and Goodwill of Central and Southern Indiana.

He currently serves on the board of directors of Southeast Neighborhood Development Corporation and chairs their Economic Development Committee.

David holds a bachelor’s degree from Indiana University and master’s degree in leadership and management from Western Governor’s University Indiana.


Tom Crishon
Chief Legal Director

With over 14 years of dedicated experience in disability rights advocacy and policy development, Tom Crishon brings a wealth of knowledge and expertise to The Arc of Indiana.

Tom previously served as general counsel and legal director at Indiana Disability Rights (IDR), where he led a legal team, managed litigation, and shaped strategic legal initiatives that substantially impacted the rights of people with disabilities.

His journey at IDR began as a staff attorney, progressing to managing attorney, and ultimately to his role as general counsel and legal director, where he championed collaboration and systemic change.

Tom currently serves as president of the Fair Housing Center of Central Indiana’s board of directors.

He holds a bachelor’s degree from Ball State University and a juris doctor degree, cum laude, from the University of Toledo College of Law.
